Asbestos Is Not a Historic Problem. It's a Supply-Chain Problem.

White asbestos—banned in the UK since 1999—has just been found inside at least 1,000 UK wind turbines. The carcinogen entered the country through third-party Chinese suppliers manufacturing emergency brake components for internal tower lifts and hoists.


Read that again.


A substance that our country outlawed over twenty-five years ago is sitting inside modern green infrastructure. It bypassed the very procurement checks designed to stop it. Worse, wind turbines are just the tip of the iceberg.


This isn't a legacy estate problem. It's a live, active supply chain failure. The front-line defences that British dutyholders rely on every day—laboratory testing and vendor certificates of conformity—are failing to hold the line.


The Flawed Assumption of Asbestos Compliance

For most health and safety managers, the compliance workflow is absolute. If a material sample returns from a UKAS-accredited laboratory marked "No Asbestos Detected" (NAD), the risk is logged as managed. The paperwork goes into the file, and you move on.


It's a completely logical assumption. The UKAS system exists to provide confidence. Pre-qualification questionnaires (PQQs), manufacturer declarations, and overseas safety certificates have become our gatekeeping tools.


But two major failures prove the current system is fundamentally broken.


Failure One: The Routine Laboratory Testing Gap


Why are accredited UK laboratories missing asbestos in routine workflows?


The answer was exposed by the HSE’s "Mystery Shopper" blind-testing project, delivered at the BOHS Asbestos Conference.

The HSE Fibres and Minerals team ran a direct experiment: they injected identical, unannounced samples containing known quantities of asbestos directly into commercial laboratory workflows. They did this under two different conditions: once as an official HSE sample and once disguised as a standard commercial client.


The results exposed a massive discrepancy. While laboratories scored exceptionally high when they knew the sample came from the HSE's Asbestos in Materials Scheme (AIMS), their accuracy dropped significantly under standard, "blind" commercial testing conditions.

Failure Two: The International "Asbestos-Free" Loophole


How does banned asbestos pass through modern procurement screening?


The recent wind turbine crisis highlights a systemic loophole in global manufacturing. Trade bodies like SafetyOn flagged that the white asbestos (chrysotile) was embedded in lift components supplied by firms like 3S Industry, Avanti, and Hailo.

The breakdown happens because "asbestos-free" does not mean the same thing globally.


  • The UK Standard: A strict, zero-tolerance total ban.

  • The Global Supplier Standard: Many overseas exporting nations, including China, classify materials as "asbestos-free" if the asbestos content falls below a certain weight threshold (often 0.1% or 1%).


When a UK procurement team accepts an international certificate of conformity at face value, they are unwittingly importing materials that legally contain asbestos by UK definition. The GMB union's ongoing investigation shows that operators are now facing massive, unbudgeted costs for air sampling, specialist containment, and total component change-outs.


How Dutyholders Must Adapt to Supply Chain Contamination
